[조약 Treaty] '24 여성차별철폐위 9차 최종견해 CEDAW 9th Concluding Observations

2024년 5월 15일 국제연합 여성차별철폐위원회(CEDAW)는 88차 회의에서 대한민국의 제9차 국가보고서를 심의하였습니다. 국가보고서는 2022년 5월 26일 제출되었고, 2023년 6월 쟁점질의(List of Issues)를 받았습니다. 두 문서는 첨부파일을 참고하여 주시기 바랍니다(영문).

위원회는 젠더기반 폭력에 대한 정부의 여러 대응에 주목하면서도 선출직을 포함하여, 특히 의사결정권을 가진 정부 고위직, 군대에서 여성 등에 대한 의무 할당(벌금을 통한 구속력 확보)제를 권고하였습니다.

또한 위원회는 지난 제8차 최종권고를 환기하며, 당시 권고 22는 정부에게 (f) 학교, 대학 그리고 군대를 포함한 공공 기관 내 성폭력 가해자를 엄단하는 것을 보장하고, 가해자들의 복직을 방지하는 조치를 취하고, 신고와 상담을 원활하게 하기 위해 보다 강력한 비밀보장을 제공할 것을 권고하였습니다.

33. Recalling its general recommendation No. 23 (1997) on women in political and public life, as well as target 5.5 of the Sustainable Development Goals, on ensuring women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic and public life, the Committee recommends that the State party:

(a) Introduce mandatory and enforceable gender quotas aiming at parity, subject to fines in case of non-compliance, for political parties for the nomination of candidates for election to the National Assembly and provincial and local councils, and for the appointment of women, including rural women and women with disabilities, to the Government, the civil service, the foreign service and the armed forces, in particular at decision-making levels;

27. Recalling its previous recommendation (CEDAW/C/KOR/CO/8, para. 23) and in line with its general recommendation No. 35 (2017) on gender-based violence against women, updating general recommendation No. 19, as well as target 5.2 of the Sustainable Development Goals on the elimination of all forms of violence against all women and girls in the public and private spheres, the Committee recommends that the State party to create a new national narrative which is gender equal and in line with the Convention.
