[특별 SP] 서해상 피살 민간인에 관한 특별절차 혐의서한(남북공통) Special Rapportuer's Allegation Letters on the killing of a civilian in the West Sea

군인권센터는 서해상에서 북의 군인에 의해 피살당한 한 공무원의 사망에 대하여 UN 북한인권특보, 약식처형 특보 등에게 긴급청원한 바 있습니다.

UN은 위 첨부파일과 같이 11월 17일 남과 북에 각기 진실규명을 위한 조사, 가해자 처벌 등의 요지를 담은 혐의서한을 발송하여 서해상에서 피살당한 대한민국 국적 민간인의 사건에 대하여 우려를 표명했습니다.

UN은 피해자와 청원인의 실명을 공개하였으며 서한의 말미에 별첨을 통해 국제법상 국가의 의무 이행에 관하여 의견을 표명하였습니다.

The CMHRK submitted a petition for the death of a government official who was killed by the North Korean soldier in the West Sea before the Special Rapporteurs on the DPRK and the summary execution.

The United Nations on 17 November 2020 sent allegation letters to the North and the South Governments of Koreas, expressing concerns about the case of killing of a civilian whose nataionality is the Rep. of Korea in the West Sea, in which the human rights experts urged the truth finding investigation and the punishment of perpetrators. 

The UN has also disclosed the names of the victim and the petitioner along with an attachment indicating its viewpoints on the implementation of the States' international obligation.
